German tax assessment notices for an LTVP application are not payslips with a different letterhead. This applicant in Germany sent three years of tax office decisions and six months of employer payslips, nine pages in all, and the notices needed English that keeps every assessed figure, credit and provisional note exactly where the tax office put it.
| Case at a glance | Details |
|---|---|
| Document | Two PDFs: German tax assessment notices for 2023, 2024 and 2025, and monthly payslips from May to October 2026, nine pages in total |
| Language | German into English |
| Who reads it | The Immigration and Checkpoints Authority (ICA), as income evidence in a Long-Term Visit Pass application |
| What the client needed | English translations of the tax notices and payslips, prepared for ICA and notarised |
| Our service | Certified translation with a translator’s statement of accuracy, notarised by a Singapore notary public, one of the routes ICA’s pass pages list |
| The tricky part | Rendering a tax office decision as a decision: assessed amounts, withheld tax credited, the resulting refund or arrears and any provisional-assessment note, without converting euros or merging years |
Two kinds of paper with two different authors
The enquiry was short and to the point: translation of tax statements and pay slips for an LTVP application, German into English, nine pages, the ICA format selected and notarisation ticked. The applicant was based in Germany. Two PDFs were attached, one holding the tax documents for three years and one holding six monthly payslips.
It is tempting to treat all nine pages as “income documents” and translate them the same way. We do not, because the two sets are written by different people for different reasons.
A payslip is an employer’s record. It tells you what the employer calculated and paid for one month. A tax assessment notice is a decision by a public authority. The tax office has looked at a full year, applied the law and fixed the tax that is owed. That difference shapes how the English should read, which headings stay prominent and which figures an officer will look for first.
Why the checklist wants both
ICA’s Long-Term Visit Pass document checklist has an employment and financial section. In the version we read while scoping this enquiry, it asks for pay slips from the last six months and for the latest three years’ income tax assessments or receipts, the second line marked as applying only to someone working overseas.
The client’s set lines up with that neatly: six payslips from May to October, and notices for the three most recent tax years. A translator cannot decide whether those pages meet ICA’s needs. What a translator can do is make sure the English shows clearly which month each payslip covers and which year each notice assesses, so the officer can tick the lines off without having to guess.
Reading a Steuerbescheid the way an officer will
A German tax assessment notice follows a fairly predictable logic, even when the layout changes from one tax office or year to the next. These are the parts we treat with the most care.
The title and the year assessed
The upload names referred to wage tax, but a file name is not a title. The English heading follows what the notice itself prints, along with the tax year it concerns and the date it was issued. Those two years are often different, since a notice for one year usually arrives in the next, so both are translated and labelled separately.
The assessed figures
The heart of the notice is the tax the office has fixed for the year. We translate the line labels literally and copy every amount exactly as printed. No rounding, no tidying, no totals of our own.
What has already been paid, and the balance
Below the assessment there is usually a reckoning: tax already withheld through the payroll is set against the assessed tax, and the notice states what is left over. That balance can go either way, a refund to the taxpayer or an amount still to pay. It is easy to blur the direction in English, and an officer reading “balance” with no direction cannot tell whether the applicant was owed money or owed it. We keep the wording explicit.
A provisional-assessment note
German tax law allows a tax office to assess tax provisionally where something is uncertain, and it requires the notice to state the scope of that provisional status and the reason for it. Notices often carry this as a block of explanatory text near the end. It looks like boilerplate. It is not. We translate it in full, so the English does not present a provisional figure as if it were final.
Explanations and the appeal notice
Notices usually end with explanations from the tax office and instructions on how to object. These are translated too. Leaving them out would make the English shorter than the German, and a complete translation means the whole page.
One year, one document
The tax PDF arrived as a single file covering three years. For translation and certification we treat each year’s notice as its own document, with its own title, its own pages and its own statement of accuracy. If one year’s notice has been amended by a later notice for the same year, the two are kept apart and each is labelled with its own issue date.
Separating the years helps the reader. An officer looking for the 2024 notice should find it as a complete, self-contained translation, not as pages four to six of something called “tax statements”.
Euros stay euros
Every figure stays in euros, with the original decimal convention adapted only so that an English reader does not misread it. German writes the decimal separator as a comma and groups thousands with a full stop, so a figure has to be rendered with care so that it keeps the same value in English. We do not convert anything into Singapore dollars. A converted figure would be our arithmetic, not the tax office’s decision, and it would date the moment exchange rates moved.
Our working order for this nine-page German set
This is how our payslip and tax document translation for Singapore passes handles a mixed German set like this one.
- Split and count. We separate the two PDFs into their individual documents, one notice per year and one payslip per month, and confirm the true page count of each.
- Fix the dates. For every notice we record the tax year and the issue date; for every payslip, the pay period, so none is mislabelled in English.
- Lock the names. The taxpayer’s name and the employer’s name are checked against the passport spelling you give us and kept identical across all nine pages.
- Translate the decision as a decision. Assessed tax, credits, the refund or arrears line and any provisional-assessment note are rendered in full, figures unchanged.
- Translate the payslips consistently. The same German line item gets the same English label in every month, so the six slips read as a series.
- Certify and notarise per document. Each translation carries its own statement of accuracy and is then notarised, as the client requested.
Same document, similar deadline? Send us the PDFs and we will confirm how many documents and pages are in scope and give you a quote before anything is paid.
Where the payslips fit
The six payslips are the simpler half of the job, but not a trivial one. German payslips mix printed headings with system codes and short labels, and the same employer can change its payroll layout mid-year. We keep the month in the English heading, keep the employer’s own line order and translate each label the same way every time it recurs. Identification numbers stay as printed. Personal details stay visible, as they are on the original, because the translation is a faithful copy in another language rather than a redacted summary.
Where a payslip shows a one-off item, a bonus or a correction to an earlier month, we translate the label as the employer wrote it. We do not explain what the payment was for unless the payslip says so.
Notarisation for a client in Germany
ICA’s pass pages accept, among other routes, a privately produced translation notarised by a notary public in Singapore or in the country that issued the document. For this client, the translation by our German to English translators in Singapore would be notarised in Singapore as part of the order, so the applicant would not need to find a notary in Germany. ICA does not endorse any private translation company, ours included, so the value of the notarial step is that it places the translation in one of the categories ICA describes.
At the stage this case study describes, we have the two PDFs and the client’s selections. The next step is to confirm the split into documents and the passport spelling, then quote. We make no prediction about the LTVP decision itself, which is ICA’s alone. A related example of tax records from a different system is our case study on PRC tax records for a PR file.
Key takeaways for German tax notices on an LTVP file
- Check the year printed on each notice, not the year it arrived, and match it to the three years the checklist asks for.
- Send each year’s notice in full, including the explanation pages and the appeal notice at the end.
- If a notice says it is provisional in any respect, expect the English to say so too.
- Keep amounts in euros; a translator should never convert them for you.
- Give your translator the passport spelling of your name and your employer’s exact name before work starts.
Questions about German tax notices and payslips for an LTVP
My notice shows a refund. Will the English say “refund” or just “balance”?
It will say what the notice says. If the tax office states an amount will be refunded, the English reflects that direction clearly. If it states an amount is still to be paid, the English says that instead.
The 2025 notice has a paragraph saying parts of the assessment are provisional. Do I need to worry?
That is a matter between you and the tax office, and we cannot advise on it. For translation purposes it is simply part of the decision, so we translate it fully and accurately. Leaving it out would misrepresent the document.
I also have an annual wage tax certificate from my employer. Is that the same thing?
No. An employer’s annual wage tax certificate is an employer’s statement, while an assessment notice is the tax office’s decision. If you want both translated, we treat them as separate documents with separate titles.
The tax office sent me a corrected notice for one year. Which one gets translated?
Which notice to submit is your decision, guided by ICA’s checklist. If you send both, we translate both as separate documents, each under its own issue date, so the officer can see which notice replaced which.
Some lines on my payslip are already in English. Are they translated again?
English text on the original is carried over as it appears and marked so the reader knows it was English in the source. Everything in German is translated.
I live in Germany. Do I need to post anything to Singapore?
For the translation, clear PDFs are what we work from. ICA’s pages say original documents are provided with the application, so keep your originals safe for that stage and check the current ICA guidance for how they are to be submitted.
